Copilot vs Copilot Studio: What Each One Does and When You Need Both

Microsoft 365 Copilot is the AI assistant your staff use inside Word, Excel, Outlook, Teams and the Copilot app, licensed per user at $21.00 a month on business plans as of October 2026. Copilot Studio is Microsoft's low-code tool for building agents: assistants and workflows that follow your instructions, use your data and connectors, and can serve people with or without a Copilot license, billed by usage in Copilot Credits. You use Copilot; you build with Copilot Studio.

The two are sold side by side, and Microsoft 365 Copilot even includes a lighter agent builder of its own, so the line blurs quickly. What does Copilot Studio do that Copilot doesn't?

Microsoft describes Copilot Studio as a graphical, low-code studio for building and managing AI-powered agents and workflows, connecting them to your organization's data and systems, and publishing them where people already work. Three things set it apart from the Copilot your staff use:

  • It reaches beyond Microsoft 365. Agents connect to other systems through prebuilt or custom connectors, so one can look up an order or log a ticket in an application Copilot can't see.
  • It runs processes, not just conversations. Workflows and agent flows carry out a defined sequence of steps, can call an agent for the step that needs judgment, and can include a human review.
  • It serves people without Copilot licenses. An agent can sit on your website for customers, or in Teams for staff who only have Copilot Chat, with each interaction billed in Copilot Credits.

Copilot Studio now runs what you build on one of three harnesses, Microsoft's term for the engine underneath: a GitHub Copilot harness for reasoning-heavy, multi-step work, a standard harness for rule-based agents and structured conversations, and a Copilot Chat harness that extends Copilot Chat with your organization's knowledge. The harness affects capability and billing, so choose it on purpose.

Where do Copilot agents and Agent Builder fit?

An agent is the thing you build; Copilot Studio is one of two Microsoft tools for building it. The other is Agent Builder, inside Microsoft 365 Copilot itself, which creates declarative agents grounded in SharePoint content and Copilot connectors, such as an onboarding agent for a team or a writing coach that follows house style.

Agent Builder stops at actions. Microsoft's Agent Builder documentation says it doesn't support actions that integrate external services, and that to add low-code actions, connectors or workflows you copy the agent into Copilot Studio. A sensible path is to prototype a knowledge agent in Agent Builder and move it to Copilot Studio only when it needs to do something.

Is Copilot Studio included with a Microsoft 365 Copilot license?

Partly. Microsoft's Copilot Studio pricing page says users licensed for Microsoft 365 Copilot can build and use internal agents at no additional cost, and Microsoft's licensing guidance adds that agents built for Teams, SharePoint and Microsoft 365 Copilot are included with the user license, within fair-use limits. Credits come back into play in three cases:

  • The person using the agent has no Microsoft 365 Copilot license, such as a Copilot Chat user or a website visitor.
  • An agent flow starts from something other than a licensed user's request. Microsoft applies the no-charge rule only to flows an agent calls on that user's behalf; flows with other triggers, such as a schedule, use credits at the standard rate.
  • The agent runs on the GitHub Copilot harness, which Microsoft bills by usage from the moment you start building, testing included.

Which fits a small team, Copilot, Copilot Studio or both?

  • Staff who draft, summarize and search all day: Microsoft 365 Copilot licenses. Nothing to build.
  • A knowledge agent over the handbook or policy library for licensed staff: Agent Builder inside Copilot, at no extra cost.
  • An agent that looks up or updates another system, follows approval steps or runs on a schedule: Copilot Studio.
  • Customers, or staff without Copilot licenses: Copilot Studio, budgeted in credits.
  • No licensed Copilot users yet: Copilot Studio works on its own; agents for unlicensed users simply draw credits for each interaction.

What does each cost?

As of October 2026, Microsoft 365 Copilot lists at $21.00 per user per month for Copilot Business (up to 300 users, annual commitment), with a first-year price of $18.00 for existing business customers who commit between July 1 and December 31, 2026, and at $30.00 per user per month on enterprise plans.

Copilot Studio is priced in Copilot Credits. Microsoft's Copilot Studio licensing guidance lists, as of October 2026:

  • Capacity packs: $200 a month for 25,000 credits, pooled across the tenant and billed annually, with no rollover of unused credits.
  • Pay-as-you-go: $0.01 per credit, billed through an Azure subscription after the month closes.
  • Pre-purchase plan: Microsoft advertises savings of up to 20% for buying credits up front.
  • Makers: the license or role people need to build agents costs $0.

On the standard harness, Microsoft's billing rate table charges 1 credit for a scripted answer, 2 for a generated answer, 5 for an agent action, 10 for grounding an answer in your tenant's Microsoft Graph and 13 for every 100 agent flow actions. An illustrative example: a website agent that gives three generated answers per conversation across 1,000 conversations a month uses about 6,000 credits, roughly $60 pay-as-you-go.
