Microsoft Intune Plan 1 is the base Intune license: device and app management for Windows, Mac, iPhone, iPad and Android. It costs $8.00 per user per month standalone, as of October 2026, and comes included in Microsoft 365 Business Premium, E3 and E5. Plan 2 ($4.00) and the Intune Suite ($10.00) are add-ons on top of it.
Microsoft changed what its enterprise plans include in July 2026, so older guides are out of date. This one covers what each tier does, what changed and which license fits a small business. Prices are Microsoft's US list prices for annual billing, read on Microsoft's own pages as of October 2026. If you would rather hand off the work, our Intune management and Autopilot service scopes licenses, rollout groups and ongoing administration. For the basics, see what Microsoft Intune is.
What does Intune Plan 1 include?
Plan 1 is the foundation every other Intune purchase sits on. Microsoft describes it as cross-platform device management, built-in security, mobile application management and endpoint analytics. In practice that covers:
- Enrolling company-owned and personal devices on Windows, macOS, iOS, iPadOS and Android
- Compliance policies and configuration profiles, such as requiring encryption and a passcode
- Deploying apps and keeping them updated
- App protection policies that guard company data in Outlook and Teams on personal phones
- Setting up new PCs with apps and settings ready on first use, managing updates and wiping lost devices
Plan 1 is licensed per user, and the license covers that person's devices. Kiosks, shared tablets and other devices with no assigned user can take a device-only license instead, though Microsoft notes that app protection policies and Conditional Access don't work on devices enrolled that way. Intune also leans on Microsoft Entra ID: blocking unmanaged devices with Conditional Access needs Entra ID P1, which Business Premium includes and which costs $7.00 per user per month on its own as of October 2026. Our Entra ID P1 vs P2 guide explains that piece.
Which Microsoft 365 plans include Intune?
Most small businesses get Intune inside a Microsoft 365 plan rather than buying it alone.
| Plan | List price as of October 2026 (per user per month, annual billing) | Intune included |
|---|---|---|
| Microsoft 365 Business Basic | $7.00 | No |
| Microsoft 365 Business Standard | $14.00 | No |
| Microsoft 365 Business Premium | $22.00 | Plan 1 |
| Microsoft 365 F1 and F3 (frontline) | $3.00 and $10.00 | Plan 1 |
| Enterprise Mobility + Security E3 | $12.00 | Plan 1, plus Plan 2, Remote Help and Advanced Analytics since summer 2026 |
| Microsoft 365 E3 | $39.00 | Plan 1, plus Plan 2, Remote Help and Advanced Analytics since summer 2026 |
| Microsoft 365 E5 | $60.00 | Everything in E3, plus Endpoint Privilege Management, Cloud PKI and Enterprise App Management |
| Intune Plan 1 on its own | $8.00 | Plan 1 |
Microsoft designs its business plans for up to 300 users. The E3 and E5 prices above include Teams; as of October 2026 Microsoft also lists them without Teams at $30.45 and $51.45, and EMS E5, at $18.00, carries the same Intune additions as EMS E3. For the wider plan choice, see Business Premium vs E3 and, for frontline staff, F1 vs F3 vs Business Basic.
What does Intune Plan 2 add?
Plan 2 is a $4.00 per user per month add-on to Plan 1, as of October 2026. Microsoft's price list describes it as advanced protection for specialty devices, shared devices and complex edge scenarios. It adds three things:
- Specialty device management for AR and VR headsets, large smart screens and conference room devices
- Microsoft Tunnel for MAM, which extends Microsoft's VPN to iPhones and Android phones that are not enrolled in Intune
- Firmware-over-the-air updates for Android devices, delivered without user action
Few small businesses need any of these. One caution: Microsoft's Learn licensing article now describes Plan 2 more broadly than the price list does. Before you buy, check what your tenant is already eligible for under Tenant administration > Intune add-ons in the Intune admin center.
What is the Intune Suite, and what do the add-ons cost?
The Intune Suite bundles Microsoft's advanced endpoint tools, Plan 2 included, for $10.00 per user per month as of October 2026. Each piece is also sold on its own, and every one requires Plan 1.
| Add-on | What it does | Price as of October 2026 (per user per month) |
|---|---|---|
| Remote Help | Secure help desk connections to user devices, with role-based access | $3.50 |
| Endpoint Privilege Management | Lets standard users run approved tasks that need admin rights | $3.00 |
| Advanced Analytics | Device queries, anomaly detection and battery health across the fleet | $5.00 |
| Enterprise App Management | Ready-to-deploy Windows apps from a Microsoft-hosted catalog | $2.00 |
| Microsoft Cloud PKI | A managed certificate authority for device certificates | $2.00 |
| Intune Plan 2 | Specialty and shared devices, Tunnel for MAM, Android firmware updates | $4.00 |
| Intune Suite | All of the above | $10.00 |
Add up only the modules you will use. As of October 2026, Remote Help and Endpoint Privilege Management together come to $6.50, under the Suite; add Advanced Analytics and the three reach $11.50, over it. Microsoft offers 90-day trials of these capabilities for up to 250 users, one trial per capability per tenant.
What did Microsoft fold into E3 and E5 in 2026?
Microsoft announced a price and packaging update on December 4, 2025. New prices took effect July 1, 2026, and Microsoft scheduled the new features to finish rolling out to tenants by August 1, 2026, each after a 30-day notice in Message Center. Its Intune pricing page now says select advanced capabilities are included in E3 and E5. For Intune, the changes were:
- Microsoft 365 E3 and EMS E3 gained Intune Plan 2, Remote Help and Advanced Analytics. E3 also gained Defender for Office 365 Plan 1.
- Microsoft 365 E5 gained all of that plus Endpoint Privilege Management, Cloud PKI, Enterprise App Management and Security Copilot.
- Business Premium gained no Intune features. Its additions were 50 GB more mailbox storage and Copilot Chat enhancements.
E3 rose from $36.00 to $39.00 and E5 from $57.00 to $60.00 per user per month, while Business Premium stayed at $22.00 (Microsoft list prices, as of October 2026). If you bought Remote Help or the Suite for E3 or E5 users before July, check for overlap at renewal. On Business Premium, those tools are still separate purchases. Our 2026 price increase breakdown covers the rest of the price list.
Which Intune license fits a small business?
| Your situation | License that usually fits (list price as of October 2026) | Why |
|---|---|---|
| Up to 300 users on Business Basic or Standard | Business Premium, $22.00 per user per month | Standard plus Plan 1 also comes to $22.00, but Premium adds Entra ID P1, Defender for Business and Defender for Office 365 Plan 1 |
| Up to 300 users already on Business Premium | Nothing extra for device management | Add Remote Help ($3.50) or Endpoint Privilege Management ($3.00) only for a named need |
| Email on another platform, or only some staff need management | Intune Plan 1 on its own, $8.00 | Add Entra ID P1 ($7.00) if you want Conditional Access to block unmanaged devices |
| Frontline staff and shared devices | Microsoft 365 F1 or F3, or device-only licenses for kiosks | Both F plans include Plan 1; device-only licenses suit devices with no assigned user |
| More than 300 users, or enterprise compliance needs | Microsoft 365 E3 ($39.00) or E5 ($60.00) | E3 now includes Plan 2, Remote Help and Advanced Analytics; E5 adds privilege management, Cloud PKI and the app catalog |
Our Business Premium vs Standard comparison covers the rest of what Premium adds.
What does Intune cost beyond the license?
The license is the smaller part. A tenant with Intune licensed and nothing configured manages nothing: enrollment, compliance rules, app packaging, update rings and the Conditional Access policies that tie them together are all work. Our MDM cost per device guide breaks that work down, and Intune policies for small business lists a sensible starting set. If you run Macs alongside Windows, our Intune vs Jamf comparison covers when Apple-specific tooling earns its cost.
Intune administration is part of our managed IT agreements, and we quote standalone device management for each business after reviewing its devices, month to month. Device count, platforms, app packaging and the number of exceptions your help desk supports move the figure. Our mobile device management service covers phones and laptops across every platform.
Frequently asked questions
Is Microsoft Intune included in Microsoft 365 Business Premium?
Yes. Business Premium includes Intune Plan 1, along with Entra ID P1 for Conditional Access and Defender for Business. It does not include Plan 2, Remote Help or the other Suite tools, and the July 2026 packaging change did not add them. Business Premium is designed for up to 300 users and lists at $22.00 per user per month as of October 2026.
How much does Microsoft Intune cost?
As of October 2026, Intune Plan 1 costs $8.00 per user per month on its own with annual billing. Plan 2 adds $4.00, the full Intune Suite adds $10.00, and single add-ons run $2.00 to $5.00. Many small businesses pay nothing extra, because Business Premium, Microsoft 365 E3 and E5 already include Plan 1.
Do I need an Intune license for every device?
No. Licenses are per user, and a user license covers that person's devices. Shared devices with no assigned user can use device-only licenses. Administrators in tenants created after July 2021 can manage Intune without a license of their own, though features that depend on Entra ID P1 still need that license.
Does an Intune license include Configuration Manager?
Usually, yes. Microsoft says most licenses that include Intune also grant rights to use Configuration Manager while the subscription stays active. Whether you should still run it is a separate question, which our Intune vs SCCM guide answers.
