Windows 11 Upgrade Cost Calculator

Turn confirmed counts of upgrade-eligible and replacement PCs into a project budget with labor, hardware, licensing, application testing and rollout on separate lines. Every price is yours; the planner adds nothing it was not given.

The short answer

What does a Windows 11 upgrade cost a business?

The Windows 11 license is free on an eligible Windows 10 PC, so the project cost is labor, replacement hardware for PCs that fail the check, application testing and rollout coordination. Eligibility comes from an actual inventory with PC Health Check or the Intune readiness report, not from device age. Enter your counts and rates for a planning estimate.

Device counts from your inventory
Every Windows PC in scope, from the inventory.
Devices that passed PC Health Check or show low or medium risk in the Intune readiness report.
Devices the readiness check marks as unable to upgrade, or that you are retiring anyway.

Eligibility comes from an actual check per device, not from device age. The planner shows any devices without a confirmed status so you can finish the inventory.

Labor
Hands-on time per eligible device, including checks and a user handover.
Build, data move, setup and old-device wipe per replaced PC.
Your internal cost per hour, or the rate in a provider's proposal.
Hardware and licensing
From your quote or standard model. Blank on purpose; prices vary by model and term.
Usually zero. Only count PCs that need a separate purchase, such as a Pro edition step-up.
Microsoft states that upgrades from Windows 10 to Windows 11 are free on eligible devices (Microsoft Support FAQ, checked on November 7, 2026), so an in-place upgrade adds no Windows license cost.
Application testing and rollout
Pilot testing of line-of-business apps, printers and scanners.
Length of the staged rollout.
Scheduling, communication and wave reviews during the rollout.

Results update as you type. Nothing is sent to NetSys unless you choose to contact us.

Before the budget

How do you confirm which PCs are upgrade-eligible?

Eligibility is a per-device fact, not an estimate. Microsoft's minimums for Windows 11 are a compatible 64-bit processor, 4 GB of RAM, 64 GB of storage, UEFI firmware with Secure Boot and TPM 2.0 (Windows 11 specifications, checked on November 7, 2026). Two checks produce the counts this planner needs:

  1. PC Health Check on each unmanaged PC. Microsoft's upgrade FAQ names it as the way to determine whether a device can upgrade.
  2. Intune Windows feature update device readiness report for managed fleets. It rates every enrolled device low risk, medium risk, high risk or replace device against the target Windows version, and lists the system requirement, application and driver issues behind the rating (Microsoft Learn).

Devices rated replace device go in the replacement count. High-risk devices usually need application work before they count as eligible, so budget their testing hours. Our Windows 10 to 11 upgrade checklist for businesses walks through the requirements, Home versus Pro, app checks, backups and an Intune rollout step by step.

Why the lines stay separate

  • Labor is hours times a loaded rate, split between in-place upgrades and replacements because the two jobs take very different time.
  • Hardware is the replacement count times your quoted price per device. Standardize on one or two models and quote them in writing.
  • Licensing is normally $0 for in-place upgrades. Only a separate purchase, such as a Pro step-up, belongs here.
  • Application testing is the pilot: line-of-business apps, printers, scanners and the one old tool nobody admits to using.
  • Rollout is the coordination time across the waves: scheduling, communication and checks after each wave.

Any PC that cannot move in time needs a dated plan. Our Windows 11 24H2 end of support guide explains why landing on a current version matters as much as leaving Windows 10, and the Windows 11 upgrade service page covers eligibility checks, pilots, staged waves and Extended Security Updates for the PCs that must wait.

From a planning estimate to a scoped project

Bring the readiness report or PC Health Check results, your application list and the replacement standard you want to buy against. A useful quote separates the upgrade work from the things you buy, names the pilot group and the wave schedule, and states what happens to the PCs that fail the check. NetSys publishes no rate card; the project is quoted in writing after the inventory.

Windows 11 upgrade cost questions

How much does a Windows 11 upgrade cost per device?

It depends on whether the device can be upgraded in place or must be replaced. An in-place upgrade on eligible hardware costs the labor to check, upgrade and hand the PC back, plus a share of application testing and rollout coordination; Microsoft charges nothing for the Windows 11 license on an eligible Windows 10 PC. A replacement adds the hardware price and more hours for the build and data move. Enter your counts, hours and prices above to see the per-device figure for your fleet.

Is there a Windows 11 upgrade price for the license?

Not for an eligible Windows 10 PC. Microsoft's upgrade FAQ states that upgrades to Windows 11 from Windows 10 are free, and the upgrade keeps the same edition (Home to Home, Pro to Pro). Checked on November 7, 2026. A paid license applies only to a separate purchase, such as moving a Home PC to Pro or buying Windows for a machine with no valid license, so the planner's licensing line stays at $0 unless you enter one.

What are the Windows 11 upgrade requirements?

Microsoft's published minimums are a compatible 64-bit processor at 1 GHz or faster with two or more cores, 4 GB of RAM, 64 GB or more of storage, UEFI firmware with Secure Boot capability and TPM version 2.0 (checked on November 7, 2026). Whether a specific PC meets them is a per-device check: run the PC Health Check app, or generate the Windows feature update device readiness report in Intune, which marks each device low risk, medium risk, high risk or replace device.

Can I estimate eligibility from device age instead of an inventory?

No. Age is a rough guide at best; some four-year-old PCs ship with TPM 2.0 disabled in firmware and pass once it is enabled, while some newer budget machines fail on processor family. Count only devices that passed PC Health Check or show as ready in the Intune readiness report. The planner lists devices without a confirmed status so the inventory gets finished before the budget is treated as complete.

Is this a NetSys quote for a Windows 11 upgrade?

No. The planner multiplies the counts, hours and prices you enter and adds nothing else; it is a planning estimate. NetSys quotes a Windows 11 project after the inventory, an application pilot and a rollout plan. Extended Security Updates for PCs that must wait, downtime and spare devices are outside this estimate.
