
For most small businesses that run Microsoft 365, Azure is the better cloud, and the reason is identity rather than any single service. Your users, groups, devices and security policies already live in Entra ID, and Azure plugs into that same directory without a second login system to build and maintain. AWS is the better choice when your workloads are Linux-first, when you are building software rather than hosting a Windows server, or when your developers already know it. The two platforms overlap on almost everything a small business needs, so the decision turns on fit: identity, Windows licensing, credits, and the kind of support you can get when something breaks.

Does Microsoft 365 make Azure the default choice?
For a company on Microsoft 365, mostly yes. Every Microsoft 365 tenant is an Entra ID directory. When you create an Azure subscription in that tenant, the same users sign in, the same groups grant access, and the same Conditional Access rules apply to the Azure portal that already apply to Outlook and SharePoint. Multi-factor authentication, device compliance from Intune, and privileged role controls carry over. A small business gets enterprise-grade access control for its servers with no extra directory to design.
AWS can be connected to Entra ID. IAM Identity Center supports federation, so your staff can sign in to AWS with their Microsoft credentials and provisioning can be automated. It works well, and larger companies do it every day. The difference is who maintains it. You now have permission sets on the AWS side, role mappings in the middle, and a second place where an ex-employee's access has to be checked. For a business without a dedicated cloud engineer, that second system is where mistakes accumulate. Which is better for Windows Server and SQL Server workloads?
Both clouds run Windows well. The difference is licensing. Azure Hybrid Benefit lets you apply Windows Server and SQL Server licenses you already own, where they carry Software Assurance or qualifying subscriptions, to virtual machines in Azure, so you pay for the compute without paying for the operating system again, as described on Azure's Hybrid Benefit page. Microsoft's licensing terms are more restrictive about moving existing licenses to other providers' shared infrastructure, so on AWS the common path is a license-included instance where the Windows cost is built into the hourly rate. Confirm your own entitlements with your licensing partner before you assume either path; the rules have changed more than once.
Virtual desktops are the clearest case. Windows multi-session desktops, where several users share one Windows virtual machine, are licensed for Azure Virtual Desktop and not for other clouds. If you want to give a bookkeeper in Westchester and a field engineer in Tampa Bay the same secured desktop, Azure Virtual Desktop is the natural route. Amazon WorkSpaces is a capable product, but it is a different model with a different license structure.
File servers, line-of-business applications and SQL databases move in either direction. Azure's advantages for a Microsoft shop are the licensing above and the tight fit with Entra, Intune and Defender. AWS's advantages are a wider catalog of managed services and a deep bench of Linux tooling. A small business with two Windows servers and a Business Central or QuickBooks dependency rarely needs that catalog.
Which is cheaper to start with credits and free tiers?
Both vendors publish free offers. Azure's free account includes a starting credit for a limited period and a set of services that stay free within monthly limits, as described on Azure's account page. AWS publishes its own free tier at aws.amazon.com/free. Startup credit programs exist on both sides for companies that qualify. The terms change often enough that the honest advice is to read the current page rather than rely on anything written down last year, including this article.
Credits are a poor reason to choose a cloud. They expire, and what remains is the monthly bill for the workloads you moved. The larger cost lever is right-sizing: a server that was bought oversized in 2019 for a growth that never came does not need the same capacity in the cloud. On either platform, reserved capacity and savings plans lower the price of steady workloads in exchange for a one- or three-year commitment, and turning off test servers at night costs nothing. What does support look like on each platform?
Both vendors offer a free basic support tier that covers billing and account questions, then paid plans with faster response for technical cases. Azure's plans are listed on Azure's support plans page and AWS's on AWS's support plans page. On both, the plan a small business would realistically buy gets you a response within hours for a production problem, not minutes, and the person answering does not know your environment.
This is where the partner model matters. Azure is sold through the Cloud Solution Provider program, which means an IT provider can hold your subscription, bill it monthly alongside your Microsoft 365 licenses, open support cases on your behalf, and be the first call when something breaks. AWS has partner programs too, but for a company of twenty to two hundred people the common pattern is buying direct and calling whoever set it up. If you do not have a cloud engineer on staff, decide who answers the phone at 7 a.m. when the server will not boot, and choose the cloud that person supports best.
When does AWS make more sense for a small business?
AWS is the better fit in a few clear situations. Your product is software and your developers already build on it. Your workloads are Linux and containers rather than Windows servers. You depend on a specific AWS service, or a vendor's application is only supported there. You are not a Microsoft 365 shop at all, perhaps because you run Google Workspace, in which case the identity argument for Azure disappears. Some businesses also end up on both: Microsoft 365 and a couple of Windows servers in Azure, and a customer-facing application on AWS because that is where the developers built it. That is a normal outcome, provided someone owns the security posture of both.
How should a small business decide between Azure and AWS?
Start with identity: if everyone signs in with Microsoft 365 today, count that as a strong vote for Azure. Then inventory the workloads. Windows servers, SQL Server, a file server and a need for remote desktops point to Azure. Linux, containers and developer tooling point to AWS. Then ask who will run it, and pick the platform that person or partner can support at the level you need. Price comes last, because on comparable workloads the two are close enough that fit and support will cost or save you more over three years than the rate card will.

Can we use AWS if we use Microsoft 365?

If your only reason for AWS is habit or a credit offer, the identity overhead usually outweighs it; if you have a workload that belongs on AWS, the integration is well documented.
Does Azure cost less than AWS for Windows servers?
