Windows 365 vs Azure Virtual Desktop: How to Choose

Pick Windows 365 if you want one fixed price per user and nobody on staff who has to understand Azure. Pick Azure Virtual Desktop if you have enough users that per-seat pricing hurts, or you need something Windows 365 can't do. That's the decision for most small businesses, and it usually takes about ten minutes once you see the two bills side by side.

Both give your people a Windows desktop that lives in Microsoft's data center instead of on a tower under the desk. They are billed in completely different ways, and that's where the money is.

What's the actual difference?

Windows 365 is a subscription. You buy a Cloud PC with a fixed size, it belongs to one person, and it costs the same every month whether they use it eight hours a day or never log in.

Azure Virtual Desktop (AVD) is infrastructure you assemble. You build virtual machines in Azure, put users on them, and pay Azure for what those machines consume. Microsoft's own documentation describes the billing as two separate things: user access rights plus Azure infrastructure costs — compute, storage and networking, on pay-as-you-go or reserved pricing.

One more difference matters more than people expect. AVD can run multi-session Windows, where several users share one virtual machine. Microsoft calls Windows 11 and Windows 10 Enterprise multi-session "exclusive to Azure Virtual Desktop" and gives the reason directly: with it, "you can greatly reduce the number of virtual machines and operating system overhead while still providing the same resources to your users."

Windows 365 doesn't do that. Every Cloud PC is one person's.

What does Windows 365 cost?

Windows 365 Business is priced per user per month, in fixed sizes. Microsoft leads with three configurations on its compare-plans page, and carries a dozen more in the full Business catalog, running from 2 vCPU/4 GB/64 GB at $25.60 up to 16 vCPU/64 GB/1 TB at $255.20. The three headline plans:

Business tops out at 300 seats. Microsoft flags the 2 vCPU plan as its most popular, and it's the one most of our clients start on.

Here's the part that decides it for a lot of owners: that number doesn't move. Twenty users on the 2 vCPU plan is $720 a month, every month, and you can put it in the budget in January and be right in November. There's no Azure bill to read and no surprise at the end of a heavy quarter.

What does Azure Virtual Desktop cost?

There's no list price, because AVD isn't a product with a price — it's a bill for what you run. Two lines make it up.

User access rights. Often already paid for. Microsoft grants Windows 11 and Windows 10 Enterprise desktop access at no additional cost with Microsoft 365 E3/E5, A3/A5, F3, Business Premium, Windows Enterprise E3/E5, Windows Education A3/A5, or Windows VDA per user. If you're on Business Premium, you already hold AVD rights and may not know it.

Azure infrastructure. The virtual machines, the disks, the profile storage, the network egress. This is the part that varies, and it's the part that makes AVD cheaper at scale and more expensive when it's run badly.

We're not going to print an AVD price here, because any number would be fiction until it's modeled against your VM size, region, hours and user count. Build it in the Azure pricing calculator — or have someone build it for you — before you compare it to a per-seat figure.

Two things drive that number. Multi-session lets you put several users on one VM instead of one each. Auto-shutdown means a machine that's off overnight isn't billing you. Get both right and AVD undercuts per-seat pricing. Leave machines running 24/7 with one user apiece and you'll pay more than Windows 365 for a worse experience.

Who should pick Windows 365?

Most businesses under about 50 users, and anyone without an Azure-literate person on the team.

It fits when your users are on a Cloud PC all day doing ordinary work, when you want budgeting to be arithmetic instead of forecasting, and when you'd rather not own a virtual network, a storage account and a scaling plan. Setup is short. There's no infrastructure to design.

It also fits the specific case that sends most small businesses looking in the first place: staff on personal or unmanaged machines who need a real, controlled Windows desktop with company data on it. A Cloud PC solves that without shipping anyone a laptop.

Check the seat ceiling before you commit. Business stops at 300 users; past that you're on Enterprise, which Microsoft describes as unlimited seats with full Intune integration and custom images.

Who should pick Azure Virtual Desktop?

Businesses with enough users for multi-session to pay off, workloads that need something specific, or usage that's genuinely part-time.

The clearest case is part-time users. Twenty-five seasonal staff who work four months a year cost the same on Windows 365 in July as in February. On AVD, their compute charges stop the moment those machines are deallocated. Disks, profile storage and per-user access licenses keep billing, so it isn't zero — but it isn't February at full price either. If your headcount swings, that difference is the whole argument.

The other case is a requirement Windows 365 Business won't meet: a machine sized outside the fixed catalog, a specific Azure region, or an application that has to sit on the same virtual network as a database you already run in Azure. GPU work is not automatically one of them — Windows 365 now offers GPU Cloud PCs on Enterprise and Flex for "image and video rendering, 3D modeling," though not on Business. One condition, and it isn't optional: somebody has to own it. AVD is an environment, not a subscription. It needs image management, scaling rules, profile storage, patching and someone watching the spend — which is why most small businesses hand Azure Virtual Desktop to a provider rather than carrying it in-house. Run it without that and it degrades quietly — slow logons, full disks, a bill nobody can explain.

Can you run both?

Yes, and mixing them is often the right answer.

A common split: Windows 365 for the fifteen people who live in a desktop all day, AVD for the pooled machines that seasonal staff and contractors share. You're not choosing a religion. You're choosing per group of users.

What doesn't work is picking one for everybody because it was cheaper for the largest group, then absorbing the cost on everyone else.

What people get wrong

Three mistakes, in rough order of how much they cost.

Comparing a Cloud PC to a laptop. The honest comparison is a laptop plus its replacement cycle, plus the imaging, plus what happens when it's stolen. Compare it to a $700 laptop alone and cloud desktops always look expensive. Our hardware replacement cycle guide has the numbers on that side.

Assuming AVD is the cheap one. It's cheaper when it's tuned. Untuned, it's the expensive one, and you find out in month three.

Forgetting the network. Both put the desktop at the other end of your internet connection. If your office runs one ISP with no failover, you've just made that circuit the thing that stops all work when it drops. Sort out a second connection before you move desktops to the cloud, not after.

Frequently asked questions

Is Windows 365 or Azure Virtual Desktop cheaper?

Windows 365 is cheaper for small teams of full-time users, because per-seat pricing is predictable and needs no tuning. AVD gets cheaper as users grow, because multi-session puts several people on one virtual machine and auto-shutdown stops billing when machines are off. The crossover depends on how many hours your users actually work.

Do I need an Azure subscription for Windows 365?

Not for Windows 365 Business. Microsoft's Windows 365 FAQ states customers can buy directly and set up an account with no other Microsoft licenses required. In practice that means no Azure subscription and nothing to build in Azure. Azure Virtual Desktop does require an Azure subscription, because you're deploying and paying for virtual machines, storage and networking in your own tenant.

Does Microsoft 365 Business Premium include Azure Virtual Desktop?

Business Premium includes the AVD user access rights, so you don't pay extra for the license to connect. You still pay Azure for the infrastructure the desktops run on. Microsoft lists Business Premium among the licenses granting Windows 11 and Windows 10 Enterprise access at no additional cost.

Can Windows 365 replace our office server?

Not by itself. A Cloud PC replaces the desktop, not the file server, line-of-business database or domain controller behind it. Most businesses move those to Azure or Microsoft 365 in the same project, which is a separate piece of work worth scoping before you start.

What internet speed do cloud desktops need?

Less bandwidth than people expect, and far more consistency. A remote desktop session is sensitive to latency, jitter and packet loss rather than raw throughput. A stable connection with a working failover matters more than a fast one that drops twice a week.
