Windows 365 Pricing for Small Business: Plans, Sizing and Total Cost

Windows 365 pricing is a fixed monthly fee per user for each Cloud PC, set by its processor, memory and storage. As of October 2026, Windows 365 Business runs from $25.60 a user a month (2 vCPU, 4 GB RAM, 64 GB storage) to $255.20 (16 vCPU, 64 GB, 1 TB), with Microsoft's most popular size, 2 vCPU, 8 GB and 128 GB, at $36.00. Enterprise costs more per size and needs Windows Enterprise, Intune and Entra ID P1 licenses for every user, which Microsoft 365 Business Premium already includes.

This guide lists every plan price, compares Business with Enterprise and Flex, and covers sizing and the costs beyond the license. How much does Windows 365 cost per user?

Every Business and Enterprise plan is a monthly subscription per user that renews automatically. Microsoft's list prices as of October 2026:

Enterprise also lists 32 vCPU, 128 GB sizes at $665.00 with 1 TB and $765.00 with 2 TB, plus GPU-enabled Cloud PCs, which Microsoft offers only through Enterprise and Flex. Microsoft offers a free trial of the 2 vCPU, 8 GB, 128 GB size for up to 30 days, on Business, Enterprise or both.

For a business already on Microsoft 365 Business Premium, Enterprise costs $5.00 more per user at that size and brings Intune policy control, custom images and network options. For a business without Intune and Entra ID P1, Business is the simpler buy: no prerequisites, and each Cloud PC is provisioned automatically with a standard image when you assign a license. The trade-off is control: Microsoft's comparison of the two editions lists no policy management, monitoring or troubleshooting tools for Business Cloud PCs. Watch the 300-seat cap if you are growing toward it.

What is Windows 365 Flex, and when does it save money?

Windows 365 Flex, formerly Windows 365 Frontline, is licensed for people who need a Cloud PC for only part of the day. In dedicated mode, each license covers up to three Cloud PCs assigned to different people, with only one in use at a time. In shared mode, each license covers one shared Cloud PC or Cloud App that a group uses one person at a time. Flex has the same Windows Enterprise, Intune and Entra ID P1 prerequisites as Enterprise and is bought through Microsoft sales.

An illustrative case: nine part-time staff working three shifts, three at a time. Flex in dedicated mode needs three licenses at the smallest size, $126.00 a month, against $252.00 for nine Enterprise Cloud PCs of the same size or $230.40 for nine on Business. Flex stops paying off when people overlap, because each license allows only one active Cloud PC.

How do you size a Cloud PC?

Size by what people run, not by their job title. On Enterprise, an administrator can resize a Cloud PC from Intune later without reprovisioning: CPU and RAM up or down, storage up only. So start modest, especially on storage, which can't shrink.

Storage rarely needs to go above 128 GB when documents sync from OneDrive and SharePoint. Network use matters on Business: Microsoft includes 20 GB of outbound data per user per month on the 2 vCPU sizes, 40 GB on 4 vCPU and 70 GB on 8 vCPU, and may restrict bandwidth beyond that. For Enterprise Cloud PCs connected through your own Azure network, Azure bandwidth pricing applies to that traffic.

What does Windows 365 cost beyond the license?

  • Prerequisite licenses. None for Business. For Enterprise and Flex, nothing extra on Business Premium or Microsoft 365 E3 and E5; otherwise Windows Enterprise, Intune and Entra ID P1 for each user.
  • Setup. Provisioning policies, Intune configuration and compliance policies, app deployment, and moving each user's files into OneDrive.
  • Printing, scanning and peripherals. Test every printer, scanner, signature pad and USB device users depend on during the pilot.
  • Endpoints. Users still need a device to connect from: existing PCs, Macs, tablets or Microsoft's Windows 365 Link device.
  • Ongoing management. A Cloud PC still needs updates, endpoint protection, backup of anything kept outside OneDrive, and help desk support.
  • Internet resilience. If the office connection drops, nobody can reach their desktop, so a second internet connection belongs in the budget.

A worked example, illustrative only: a 12-person office with ten staff on 2 vCPU, 8 GB, 128 GB and two finance users on 4 vCPU, 16 GB, 128 GB pays $472.00 a month on Business (ten at $36.00 plus two at $56.00) or $542.00 on Enterprise (ten at $41.00 plus two at $66.00), before setup and management. If the office already licenses Business Premium, the $70.00 difference buys Intune policy control and custom images.

Who maintains Cloud PCs, and how do you validate the sizing?

A Cloud PC is still a Windows device. Someone has to own license assignment, provisioning policies, updates, security settings and user support; on Enterprise and Flex that work happens in Intune alongside your laptops. The business owner approves who gets which size, because size is the main cost lever.

Validate with a pilot before buying for everyone. Give five to ten users from different roles a Cloud PC for two weeks of normal work, include the heaviest application and every peripheral, and check that sign-ins, Teams calls and printing hold up. Resize anyone who struggles, and move anyone who barely logs on to a smaller size or a Flex license. Repeat the check every quarter, because roles change.

What does a Windows 365 cost checklist cover?

The edition (Business, Enterprise or Flex), a size for each user group, prerequisite licenses, setup work, peripherals, the devices people will connect from, ongoing management, internet resilience and a pilot plan. Price each line before you compare Cloud PCs with laptops or Azure Virtual Desktop.

Who maintains Windows 365 Cloud PCs?

Your IT administrator or provider handles license assignment, provisioning policies, updates, security settings and support. On Enterprise and Flex that work happens in Microsoft Intune. The business owner decides who gets which size.

How do we validate the sizing?

Pilot with five to ten users across roles for two weeks of normal work, including the heaviest application and every peripheral. Resize those who struggle, downsize or move to Flex those who barely use theirs, and recheck quarterly.

Do we need an Azure subscription for Windows 365?

Not for Windows 365 Business, and not for Enterprise Cloud PCs that are Microsoft Entra joined on a Microsoft-hosted network. You need one only if you place Enterprise or Flex Cloud PCs on your own Azure network, for example to reach servers you run there.

Can several people share one Windows 365 license?

Only with Windows 365 Flex. Business and Enterprise allow one user per license. A Flex license covers up to three people who never use their Cloud PCs at the same time, or one shared Cloud PC used by a group one person at a time.

Is Windows 365 billed monthly or yearly?

Microsoft lists Business, Enterprise and Flex as monthly subscriptions that renew automatically. When a subscription is canceled, Microsoft deletes the associated data, so move files off a Cloud PC before you cancel.
