What changes for a Dallas wealth management firm

Dallas has become a serious financial address, and advisers feel it. The Texas Stock Exchange, based in Dallas with space in Uptown's Bank of America Tower, began trading in July 2026. Goldman Sachs is building an 800,000-square-foot campus in Victory Park with room for more than 5,000 employees, and UBS has opened a Wealth Advice Center hub on the 20th floor of 23Springs in Uptown, sized for more than 170 advisors and staff. Independent advisory firms keep offices from Uptown and Turtle Creek to Preston Center, close to the families they serve. That growth brings two pressures. Clients and their attorneys ask harder questions about how their data is protected, and attackers follow the money: Texans reported more than $1.35 billion in internet crime losses to the FBI in 2024, second only to California. For an advisory firm, the usual target is an email account that can request a wire.

Remote support timed to the trading day

Advisory firms run on a market clock, and support has to match it. Our help desk is staffed from 3 a.m. to 10 p.m. Central seven days a week, so an adviser who cannot reach the custodian's portal at 7:30 a.m. has an engineer working on it before the 8:30 a.m. Central open. Monitoring and emergency response run 24/7, and a suspected account compromise or ransomware goes straight to your dedicated engineer. All of it is remote, and NetSys does not send engineers on site in Dallas. Laptops ship enrolled and encrypted, multifactor authentication is enforced on every account, and new advisers get access to exactly the systems their role needs on day one, with a record of who approved it.

Amended Regulation S-P and your IT

The SEC's 2024 amendments to Regulation S-P now bind every SEC-registered adviser: larger firms had to comply by December 3, 2025 and smaller ones by June 3, 2026. The rule requires a written incident response program that can detect, respond to and recover from unauthorized access to customer information; notice to affected individuals within 30 days of becoming aware of an incident unless a narrow exception applies; and oversight of service providers, whose arrangements must require them to notify the firm within 72 hours of a breach. We build the program with you, run the technical side (logging, detection, containment and evidence), keep a service provider inventory with notice terms, and rehearse the plan before an examiner asks how it works.

Stopping wire fraud and email takeover

A common pattern at advisory firms starts with a compromised mailbox and ends with a convincing request to move money. An attacker reads a client's email thread, then asks the firm to wire funds to a new account, or poses as an adviser asking operations to update a client's banking details. The controls are specific: Barracuda Email Protection and DMARC on your domain to reduce spoofed mail, Conditional Access that blocks sign-ins from unmanaged devices and unusual locations, alerts on new forwarding rules and unusual mailbox access, and a firm policy that any money movement or bank-detail change requested by email is confirmed by phone to a number already on file. KnowBe4 training then shows staff what these requests look like in practice.

The rules that apply

Compliance rules for Dallas wealth management firms

SEC Regulation S-P (amended 2024)

Applies to SEC-registered investment advisers, broker-dealers, investment companies and transfer agents. It requires written safeguards and disposal policies, an incident response program, notice to affected individuals no later than 30 days after becoming aware of unauthorized access to sensitive customer information unless the firm determines harm is not reasonably likely, service-provider oversight with 72-hour breach notice to the firm, and written records of compliance. Both compliance dates have passed.

State-registered advisers and the FTC Safeguards Rule

Advisers with less than $100 million under management generally register with their home state, here the Texas State Securities Board, rather than the SEC. The FTC Safeguards Rule (16 CFR Part 314) expressly covers investment advisers not required to register with the SEC: a written information security program, a qualified individual in charge of it, multifactor authentication, encryption, and notice to the FTC within 30 days of discovering an event affecting 500 or more consumers. Some provisions do not apply below 5,000 consumers.

SEC Rule 204-2: email is a business record

SEC-registered advisers must keep written communications relating to recommendations and advice, receipts and deliveries of funds or securities, and order placement, and must preserve those records for at least five years from the end of the fiscal year of the last entry, the first two in an appropriate office. For IT that means archiving email and messaging in a searchable, tamper-resistant store, and stopping advisers from using channels the archive cannot capture.

Texas breach notice and penalties

Business and Commerce Code 521.053 requires notice to affected individuals within 60 days of determining a breach occurred and to the Texas Attorney General within 30 days when 250 or more Texans are affected. Late notice can cost up to $100 per affected person per day, capped at $250,000 for one breach. GLBA financial institutions are exempt from the Texas Data Privacy and Security Act and from section 521.052, but not from these notice duties. This is general information, not legal advice.

Common Questions

Wealth Management Firms in Dallas: FAQs

Who provides IT support for financial advisors in Dallas?

NetSys provides it remotely from Brooklyn, NY, where the firm has run managed IT and cybersecurity since 1998. For RIAs and wealth managers we handle the help desk, devices, Microsoft 365, email security, endpoint detection, backups and the incident response and vendor documentation Regulation S-P requires, under a month-to-month agreement. Each firm has a dedicated account manager with a real cell number. Our published case study on a hedge fund's custom CRM shows the financial-firm work we take on, and our SEC cybersecurity service for RIAs covers the compliance side in depth.

How does IT support work for Dallas wealth management firms?

It is remote and cloud-based. Advisers and operations staff reach the help desk by phone, email or Teams from 3 a.m. to 10 p.m. Central every day, which covers pre-market and after-close work, and monitoring and emergency service run 24/7. Engineers fix most problems in remote sessions and manage devices through Intune. NetSys does not send engineers on site in Dallas; new laptops ship configured, and anything physical is handled by your staff or building contractor with our guidance.

What does IT support cost for a wealth management firm in Dallas?

Pricing is per user per month, set after an assessment, and NetSys does not publish a rate. For advisory firms the main drivers are the number of advisers and support staff, how many custodial, portfolio, CRM and planning platforms need access management, the state of the written policies Regulation S-P or the Safeguards Rule require, email archiving needs and the number of offices. Building an incident response program or a vendor inventory from scratch is quoted as a project. Agreements run month to month.

What do the 2024 Regulation S-P amendments require from our IT?

Three things show up in IT work. First, an incident response program: logging and detection good enough to know what was accessed, a containment playbook and an evidence trail. Second, customer notice within 30 days, which depends on reconstructing exactly whose sensitive information was involved, so mailbox audit logs and file access records have to be switched on before an incident. Third, service provider oversight: due diligence on each vendor that holds client data, and arrangements requiring breach notice within 72 hours. We set up and maintain all three.

We are registered with the Texas State Securities Board, not the SEC. Which rules apply?

Amended Regulation S-P covers SEC-registered advisers, but state registration does not remove the obligation. The FTC Safeguards Rule names investment advisers that are not required to register with the SEC among the businesses it covers, so you need a written information security program, a qualified individual responsible for it, multifactor authentication, encryption and FTC notice for qualifying breaches. Texas's own breach-notice law applies to both. In practice the controls look much the same, and we build them so a later move to SEC registration does not mean starting over.

Do you support our portfolio management, CRM and custodian platforms?

We support the environment around them. The software vendors and custodians support their applications; NetSys manages user access and offboarding for each platform, single sign-on where it is offered, multifactor authentication, the browsers and devices advisers use, and the network and Microsoft 365 integrations. We also keep each platform in your vendor inventory with its data types, notice terms and support contacts, which is the record Regulation S-P service provider oversight asks a firm to keep.
