What changes for a healthcare organization in White Plains
Three hospitals have White Plains addresses. White Plains Hospital, a 292-bed member of the Montefiore Health System on East Post Road, received final approval from the Common Council in August 2024 for a ten-story inpatient building on Davis Avenue that will raise capacity to 436 beds, with opening planned for 2028. Burke Rehabilitation Hospital on Mamaroneck Avenue, part of Montefiore since 2016, and NewYork-Presbyterian's Westchester Behavioral Health Center on Bloomingdale Road complete the list, and Westchester Medical Center is a short drive north in Valhalla. Around those institutions, physician groups, imaging and surgery centers, physical therapy networks and behavioral health practices run several locations each, often with billing and scheduling staff working from home. For a group, the IT problem is less about one office than about consistency: the same identity, device and access rules at every site, reliable links to the EHR and to hospital systems for referrals and results, and one HIPAA program with one risk analysis that genuinely covers every location and vendor.
On-site and remote support across a group's locations
A practice group needs one support team that knows every site. The help desk takes calls from clinicians, front-office staff and remote billers, and most problems are fixed remotely. White Plains is inside our on-site coverage, about an hour by road from Park Slope, so engineers also travel to each location for work that needs hands: installing firewalls and switches when a new site opens, wiring exam rooms and nurse stations, replacing a failed workstation on a cart, or tracing a link outage between offices. Monitoring and emergency service run 24/7; the help desk is staffed seven days a week from 4 a.m. to 11 p.m. Eastern time, so early clinics and evening sessions are covered. Patching runs after hours on a schedule each site approves, and a single account manager keeps the group's sites, vendors and contracts in one plan.
One HIPAA program for many sites
The HIPAA Security Rule asks every covered entity for an accurate and thorough risk analysis, and in a group that analysis is often the weak point: written once for the main office and never updated when a site opened or a system moved to the cloud. We rebuild it around an inventory of every location, device, application and vendor that touches electronic protected health information, then track the resulting risks in a register the compliance officer can manage. Controls follow from it: unique logins, multifactor authentication, automatic logoff on shared workstations, encryption, audit logging and contingency plans proven with a restore. We keep business associate agreements current with every vendor that handles patient data, our own included. HHS published a proposed update to the Security Rule on January 6, 2025; it is a proposal, not current law, so we plan for it without treating it as a requirement.
Hospital connections, regional incidents and continuity
Groups connected to hospital systems inherit that hospital's security expectations. New York's hospital cybersecurity regulation, 10 NYCRR 405.46, applies to general hospitals rather than private practices, but it requires those hospitals to manage third-party risk through written policies, due diligence and contract terms, which is why affiliated groups receive questionnaires and connection requirements. Regional incidents show what is at stake. In October 2023 a cyberattack on Valhalla-based WMCHealth forced ambulance diversions at its hospitals in Kingston and Margaretville while systems were restored, and Yonkers-based Empress EMS reported in 2022 that intruders had copied files holding information on about 318,558 patients. We design for those cases: segmented networks so a compromised device cannot reach clinical systems, immutable backups of the EHR database and imaging archive, written downtime procedures, and a restore order agreed with clinical leadership.

Rules for healthcare organizations in White Plains
HIPAA Security Rule (45 CFR Part 164, Subpart C)
Covered entities and business associates must conduct an accurate and thorough risk analysis under section 164.308(a)(1)(ii)(A), manage the risks it identifies, and put administrative, physical and technical safeguards in place, including unique user identification, audit controls and contingency planning. A business associate agreement is required with any vendor that creates, receives, maintains or transmits protected health information on the organization's behalf.
New York notice after a HIPAA breach report
When a covered entity must notify the Secretary of Health and Human Services of a breach, General Business Law section 899-aa(9) requires it to send that notification to the New York Attorney General within five business days of notifying HHS, so the federal and state notices have to be planned together.
10 NYCRR 405.46 for general hospitals
Published October 2, 2024, New York's hospital cybersecurity rule applies to general hospitals licensed under Article 28 of the Public Health Law. It requires a CISO, annual risk assessments and penetration tests, multifactor authentication for external access, reporting to the Department of Health within 72 hours of a qualifying incident and written third-party security requirements, with most provisions effective October 2, 2025.
The proposed HIPAA Security Rule update
HHS published a notice of proposed rulemaking on January 6, 2025 that would revise the Security Rule. It is a proposal, not a final rule, and the current Security Rule remains the standard organizations are measured against. This is general information, not legal advice.

Healthcare Organizations in White Plains: FAQs
Who provides healthcare IT support in White Plains?
NetSys provides managed IT and security for practice groups, outpatient centers and behavioral health organizations in White Plains and across Westchester from its office in Park Slope, Brooklyn. We run the help desk, devices, network links between sites, Microsoft 365 and the security stack, sign a business associate agreement, and coordinate with your EHR, imaging and billing vendors on the systems they own. Engineers come to each location for hands-on work, and agreements run month to month.
What does IT support cost for a healthcare organization in White Plains?
Healthcare IT is priced per user per month after an assessment of your locations, and we do not publish a rate. The main drivers are the number of staff and workstations, how many sites and circuits you run, servers or imaging archives kept on premises, medical devices that need their own network segment, and the HIPAA documentation you need built or maintained. Opening a new location or moving EHR hosting is quoted as a separate project.
How do you help healthcare organizations in White Plains meet the HIPAA Security Rule risk analysis requirement?
We inventory every place electronic protected health information lives or travels: each site's workstations and servers, the EHR and its interfaces, imaging, cloud services, phones, remote billers' laptops and every vendor connection. For each, we document threats, current safeguards, likelihood and impact, then rank the risks and set remediation dates. The analysis is updated when a site opens, a system changes or once a year, and it becomes the backbone of the policies, training and audits that follow.
Do you support the EHR and practice systems healthcare groups use?
We support the infrastructure those systems depend on: workstations, thin clients, printers and scanners, the network and circuits between sites, servers or cloud hosting, identity and backups. The EHR vendor remains responsible for the application, its interfaces and clinical content, and we work their tickets with them so your staff are not caught between two help desks. We document each interface, such as lab, imaging and clearinghouse connections, with the party responsible for it.
Do you provide on-site IT support for healthcare groups in White Plains?
Yes. White Plains is within our on-site coverage, and engineers travel from Park Slope to your locations for new-site buildouts, network and firewall installs, workstation replacements and outages that remote tools cannot fix. Work in clinical areas is scheduled around patient hours, with patching and most changes done remotely overnight. For groups with sites elsewhere in the area, such as the Bronx or Manhattan, one agreement can cover every location inside our on-site area.
How do you protect a healthcare group from ransomware?
Layer by layer. ThreatDown managed detection and response watches every endpoint, multifactor authentication and Conditional Access protect remote access and Microsoft 365, the network is segmented so imaging devices and guest Wi-Fi cannot reach clinical servers, and backups of the EHR database and file systems are immutable and restored on a schedule. We also write downtime procedures with clinical staff. Across more than 30 ransomware cases in three years, every client NetSys worked with was fully recovered.
