AI Receptionist and Phone Answering in Chicago, Illinois

An HVAC company in the western suburbs whose phones light up at 6 a.m. on the first subzero morning, a Loop law firm whose intake calls arrive while the attorneys are in court at the Daley Center, a property manager with 400 units and one maintenance line, a medical practice on the North Side with a lunch-hour voicemail problem. NetSys builds a custom AI receptionist for each, remotely from Brooklyn, with Illinois's recording and biometric rules designed in from the first call.

The short answer

NetSys builds custom AI phone answering for Chicago and Illinois businesses remotely: a voice agent that answers, books and routes calls on a Twilio account you own. The build is $500 to $2,500, then you pay for the minutes used; NetSys maintenance is optional at $150 to $300 a month. Illinois's all-party consent rule and BIPA shape the configuration.

How we build an AI receptionist for a Chicago business remotely

Every step runs over video, screen share and your phone line, booked in Central time. We start by reviewing your recent calls with the people who answer them: what callers want, at what hours, and which calls must always reach a person. From that we write the agent's approved answers, the actions it may take in your calendar, CRM, dispatch or practice management system, and the named destination for anything outside its role. The voice runs on ElevenLabs technology and the routing on a Twilio account your business owns, with the number and access documented for you. Your staff test it from Chicago as difficult callers; we listen in and adjust. A shadow period follows in which the agent's transcripts are reviewed before it takes live calls, starting with overflow or after hours. NetSys does not send anyone to Illinois, and nothing in the build needs a visit: the agent lives on the phone network, your systems are reached through authorized integrations, and the first review happens on a call. If you want someone to stand at your front desk during launch, a local firm is the better fit and we will say so.

Illinois's all-party consent rule, and what it means for recordings

Illinois is stricter than most states about recording. Under 720 ILCS 5/14-2, a person commits eavesdropping by using an eavesdropping device, in a surreptitious manner, to record all or part of a private conversation unless he or she does so with the consent of all of the parties, and the same consent rule applies to a party to the conversation recording the other parties and to private electronic communications. Violations are felonies under 14-4. For an AI receptionist that means recordings and transcripts cannot be taken quietly. The practical design is the one we build by default: the agent opens by identifying itself and stating that the call is recorded, so continuing the call is informed; callers who do not want to be recorded are offered a route to a person with recording off, or transcripts are disabled for the workflow entirely and the agent writes a summary from the live conversation instead. We document which choice you made and why. Whether a given business call is a private conversation under the statute is a question for your counsel; the configuration simply avoids having to answer it the hard way. General information, not legal advice (checked on November 7, 2026).

BIPA and voice data: what the agent must not do

The Illinois Biometric Information Privacy Act, 740 ILCS 14, defines a biometric identifier to include a voiceprint alongside retina or iris scans, fingerprints and scans of hand or face geometry. Section 15 requires a private entity in possession of biometric identifiers to publish a written retention and destruction policy, to give written notice and obtain a written release before collecting them, never to sell or profit from them, to limit disclosure, and to protect them with at least the standard of care of its industry. Section 20 gives individuals a right of action with liquidated damages of $1,000 per negligent violation and $5,000 per intentional or reckless one, limited since 2024 to a single recovery when the same identifier is collected from the same person by the same method. The implication for a Chicago voice agent is direct. NetSys does not configure speaker identification, voice authentication or any feature that would create a voiceprint of a caller, and the scope says so in writing. Recordings and transcripts, where enabled, are handled under the retention choices you document for the selected providers. If a business later wants voice-based identification, that is a BIPA program with counsel, not a configuration change (checked on November 7, 2026).

Outbound calls under the FCC's AI voice ruling

Inbound answering is simple in consent terms: the caller dialed you. Outbound is governed by federal law. In Declaratory Ruling FCC 24-17, adopted February 2, 2024, the Federal Communications Commission held that the Telephone Consumer Protection Act's restrictions on artificial or prerecorded voice calls encompass current AI technologies that generate human voices, so a call placed with an AI voice requires the called party's prior express consent, and prior express written consent when the call includes advertising or telemarketing. For an Illinois business that means appointment reminders, confirmation calls, dispatch updates and follow-ups are scoped with the consent record, the calling schedule and the opt-out process defined before the first outbound call. Text messages are separate again: A2P 10DLC registration applies to business SMS sent through a local ten-digit number, and we include it in scope when the workflow sends confirmations or reminders by text. The combination of the Illinois recording statute, BIPA and the TCPA is why the Chicago scope spends more time on configuration choices than most, and why every one of them is written down (checked on November 7, 2026).

Chicago businesses that get the most from call answering

Four groups stand out in the Chicago area. The trades, HVAC, plumbing and electrical contractors across the city and the collar counties, live by the phone during a January cold snap or a July heat wave: an agent that separates an emergency from a routine request, transfers the emergency to the on-call technician, checks the service area and takes an appointment request dispatch confirms keeps the queue from going to voicemail. Medical practices need lunch-hour and after-hours coverage with clinical and urgent calls routed to staff and business associate agreements confirmed. Law firms, from the Loop to the suburban county seats, want new-matter intake with approved questions and no legal advice or conflict checks by the agent. Property management companies take maintenance, leasing and rent questions at all hours and want the urgent repair separated from the lockout from the lease renewal. The vertical pages for home services, medical offices and law firms cover what each adds; property management is scoped from this page, and our published real estate case study shows the warm handoff those teams ask for.

What an AI receptionist costs in Chicago, and how it compares

The one-time custom build is $500 to $2,500 depending on the workflows, knowledge and integrations, after which you pay for the minutes you use at the calling rate named in your quote. Optional NetSys maintenance is $150 to $300 a month if you want us to maintain and tune the agreed setup; you can also operate the delivered system yourself, since the Twilio account, the number and the approved knowledge are yours. Packaged AI receptionist products take a different shape, usually a monthly plan with a minute or call allowance and usage billed above it, and our comparison with Zanus AI sets one vendor's published plans against this model so the two can be read side by side. Illinois adds no surcharge, but it does add scope: the recording disclosure, the no-voiceprint configuration and the outbound consent design are written into the proposal, and they are the reason the quote for a Chicago build lists its configuration choices rather than a package name.

Illustrative engagement

A twelve-truck HVAC and plumbing company in DuPage County with a winter overflow problem

This planning example shows how we could scope the work. It is not a claim about a customer in this market or a measured result. For published customer work, see our case studies.

Illustrative planning example, not a client. A heating, cooling and plumbing contractor based in Naperville runs twelve trucks across DuPage and western Cook County. Two dispatchers answer the phones from 7 a.m. to 5 p.m.; on the coldest mornings the line rings unanswered for minutes, and after hours an answering service takes messages that the on-call technician reads an hour later. The owner wants emergencies to reach the on-call technician immediately, routine requests booked for dispatch to confirm, and nothing recorded without the caller knowing.

  • A review of a month of call logs with the dispatchers, listing emergency definitions (no heat below a set temperature, gas smell, active leak), routine request types and the service area by ZIP code
  • A voice agent on the company's Twilio account that identifies itself and states the call is recorded, triages emergency against routine, transfers emergencies to the on-call technician with a spoken briefing, and takes appointment requests that dispatch confirms in the field service system
  • Recording and transcript choices documented for the selected providers, with no speaker identification configured and a no-recording route to a person for callers who ask
  • Outbound confirmation and arrival-window calls scoped separately, with the consent record, schedule and opt-out defined before any call is placed
  • Dispatcher test calls in Central time, a shadow period over two weeks of after-hours calls, then live coverage of after hours and overflow

The deliverables are a documented call flow and emergency rules, a working agent on an account the company owns, the Illinois configuration choices in writing, the test records and a support arrangement the owner chose. How many more jobs the company books is its outcome to measure, not a NetSys claim.

Published case study

A custom AI receptionist for a real estate team

A real estate company's custom front-desk agent captures the caller and the reason for the call, privately briefs the intended recipient, and lets that person accept the call or send a response back through the agent. For Chicago property managers and trades the same warm handoff puts the maintenance emergency or the no-heat call in front of the right person with the details already gathered.

Illinois recording, biometric and federal AI voice rules

Illinois requires the consent of all parties to record a private conversation (720 ILCS 5/14-2), so a NetSys agent in Illinois opens by identifying itself and stating that the call is recorded, or runs with transcripts off. The Biometric Information Privacy Act (740 ILCS 14) treats a voiceprint as a biometric identifier and requires a written policy and a written release before one is collected, with a private right of action; NetSys configures no speaker identification or voice authentication. FCC Declaratory Ruling 24-17 holds that AI-generated voices are artificial voices under the TCPA, so outbound calls need prior express consent, written for marketing. General information, not legal advice; your counsel determines how each applies. Checked on November 7, 2026.

How the monthly fee is built

Who this fits, and who it does not

Best fit: a Chicago-area trades contractor, medical practice, law firm or property management company, or any Illinois business with 3 to 100 staff that misses calls at predictable hours and wants a defined set of them triaged, booked or routed from information it approves.

Not a fit: a business that wants callers identified by voice, recordings taken without disclosure, or outbound sales calls without documented consent; Illinois law and our defaults rule those out.

Common Questions

AI Phone Answering in Chicago: FAQs

Do you work with Chicago businesses on site?

No. NetSys works from one office in Brooklyn, and every Chicago and Illinois build is delivered remotely: discovery on video, the agent configured on your Twilio account, staff test calls from your own phones, and a shadow period reviewed on a call, all booked in Central time. Nothing in the build needs a visit, because the agent lives on the phone network and reaches your systems through authorized integrations. If you want a person at your front desk during launch, a local Chicago firm is the better fit.

What does an AI receptionist cost for a Chicago business?

The custom build and onboarding is $500 to $2,500 once, depending on the workflows and integrations. After launch you pay for the minutes you use. Optional NetSys maintenance is $150 to $300 a month, and no maintenance plan is required. The quote names the production model, the usage rate, the Illinois configuration choices and what NetSys will maintain, so it can be compared line by line with a packaged product's monthly plan.

Can an AI receptionist record calls in Illinois?

Only with the consent of all parties. Under 720 ILCS 5/14-2, recording a private conversation without the consent of all of the parties is eavesdropping, a felony. Our Illinois configuration opens every call by identifying the agent and stating that the call is recorded, and offers a route to a person with recording off for callers who object; some businesses choose to disable transcripts entirely and keep a summary instead. Whether a particular call is a private conversation under the statute is for your counsel; the configuration avoids depending on that answer. Checked on November 7, 2026.

Does the Illinois Biometric Information Privacy Act apply to a voice agent?

BIPA lists a voiceprint as a biometric identifier and requires a written policy and a written release before one is collected, with liquidated damages of $1,000 per negligent and $5,000 per intentional or reckless violation under section 20. A conversational agent that answers and books does not need to identify anyone by voice, so NetSys configures no speaker identification or voice authentication and states that in the scope. Recordings and transcripts, where you enable them, follow the retention choices you document. Whether any particular processing creates a biometric identifier is a question for counsel. Checked on November 7, 2026.

Can the agent place outbound reminder, confirmation or dispatch calls?

Yes, once consent is designed in. FCC Declaratory Ruling 24-17 holds that AI-generated voices are artificial voices under the TCPA, so outbound calls using them need the called party's prior express consent, and written consent when they include advertising or telemarketing. We scope the audience, the consent record, the schedule and the opt-out before the first outbound call. Confirmation texts add A2P 10DLC registration, which we include when the workflow sends SMS.

Which Chicago businesses use AI phone answering most?

HVAC, plumbing and electrical contractors for emergency triage and after-hours overflow, medical practices for lunch-hour and after-hours coverage with clinical calls routed to staff, law firms for new-matter intake without legal advice, and property management companies for maintenance, leasing and rent calls at all hours. Each has a vertical page or is scoped from the main AI phone answering page, and the Illinois configuration choices are the same for all of them.

Do we own the phone number and the account?

Yes. The agent runs on a Twilio account owned by your business, with the number and access documented, and your approved knowledge has a named owner on your side for changes to hours, services and procedures. NetSys handles configuration, routing and integrations. If you stop working with NetSys, the account, the number and the documentation stay with you.
