Fractional CTO Services in Los Angeles

Los Angeles builds technology inside businesses that do not call themselves technology companies: a production company with a custom asset pipeline, a direct-to-consumer brand running on Shopify and a dozen apps, a post house with a storage and transfer problem, a creator business with a subscription platform an agency built. Each has decisions too big for a ticket and too occasional for an executive hire. NetSys provides a fractional CTO for them, remotely from Brooklyn, in Pacific time.

The short answer

NetSys provides fractional CTO services to Los Angeles companies remotely: a named part-time technology leader who owns architecture, build-or-buy decisions, oversight of developers and agencies, and the security and AI roadmap, backed by NetSys engineering, security and AI teams. How a fractional CTO works with a Los Angeles company remotely

Everything the role requires happens over video, screen share and read-only access to your systems: the opening technical assessment, the leadership meetings, the agency and vendor reviews, the code and release reviews, and the written record of decisions. Meetings are booked in Pacific time, so a 9 a.m. leadership session in Santa Monica is a midday call for the lead in Brooklyn and nobody waits for a time zone. NetSys does not send anyone to Los Angeles; where a decision needs a physical check, such as a production facility's network or a warehouse's scanners, we write the specification and a local contractor or your own staff does the hands-on part. Delivery can go to NetSys teams, your developers or an agency, with the CTO reviewing it either way. Many Los Angeles companies already run distributed teams, with developers in other states or countries and a founder on the road, so a leader who works the same way fits how the company already operates. The retainer is sized to the leadership time the work needs and resized month to month.

Media, entertainment tech and e-commerce: the Los Angeles decisions

Three kinds of Los Angeles business bring the fractional CTO question. Media and entertainment companies build pipelines nobody sells off the shelf: asset management and transfer for production and post, review and approval tools, rights and royalty tracking, and now AI for transcription, localization and search across archives, all under studio and distributor security expectations that arrive as questionnaires and audits. Entertainment technology startups build the tools those companies buy and face enterprise procurement early. And the region's direct-to-consumer brands run storefronts on Shopify or a headless stack with a constellation of apps for subscriptions, returns, reviews, loyalty and fulfillment, where the build-or-buy call recurs every quarter and a custom returns app or data warehouse can be the right answer or an expensive distraction. In each case the decision that matters is who owns the architecture, the data and the vendor relationships. If your questions are instead about laptops, Microsoft 365 and vendor renewals, our virtual CIO service is the better fit, and a single migration or office project belongs with IT consulting in Los Angeles.

California rules a CTO ends up owning

California gives a technology leader more to design for than most states. The California Consumer Privacy Act, as amended by the CPRA, applies to for-profit businesses that do business in California and exceed any one threshold: gross annual revenue over $25 million, buying, selling or sharing the personal information of 100,000 or more California residents or households, or deriving 50 percent or more of annual revenue from selling residents' personal information. It gives consumers the rights to know, delete, correct, opt out of sale and sharing, and limit the use of sensitive personal information, enforced by the Attorney General and the California Privacy Protection Agency. The agency's regulations on risk assessments, cybersecurity audits and automated decisionmaking technology took effect January 1, 2026, with ADMT compliance for significant decisions beginning January 1, 2027 and the first cybersecurity audit certifications due April 1, 2028 for the largest businesses. Civil Code 1798.82 requires breach notice to affected residents within 30 calendar days of discovery and a sample notice to the Attorney General when more than 500 residents are notified. Whether and how each applies is for counsel; the architecture has to make compliance possible (checked on November 7, 2026).

Build or buy with Los Angeles agencies and offshore teams

Los Angeles has no shortage of agencies, studios and offshore development shops, and most companies that need a fractional CTO are already working with one. The agency is not the problem; the absence of an independent technical judgment on your side is. Before a statement of work is signed, the fractional CTO reviews it for ownership of the code, the cloud accounts and the data, for export and exit terms, and for what the system will cost to run once the agency rolls off. During the build the review is about practice: who can deploy to production, where API keys and secrets live, whether real customer or talent data sits in a test environment, and whether the architecture the agency proposed is the one the business needs. The build-or-buy call is made system by system with the running cost of each option written down, including when owning the software beats renting it, as in our published custom CRM work, and when a subscription is plainly the right answer. Decisions and their reasons go into your documentation so the next agency, developer or acquirer starts from what was agreed rather than from what one person remembers.

Security and AI by design for Los Angeles products

Studios, distributors, retailers and enterprise customers in Los Angeles ask vendors to prove their security before and after a contract, usually through questionnaires and sometimes through audits. Security that is designed into the architecture, identity and access limits, encryption, logging, segmented environments and a tested backup, is cheaper and more convincing than controls bolted on after the questionnaire lands. The fractional CTO owns those design decisions and coordinates with the NetSys vCISO practice when the company also needs policies, a risk register and management reporting. AI follows the same discipline. Use cases are ranked by hours returned, error cost and running cost; AI features for the product or the production pipeline are designed with data access limits and human review built in; model and tool choices are made across Microsoft Copilot, ChatGPT, Claude and custom builds; and governance is mapped to the NIST AI Risk Management Framework, which also prepares the company for California's automated decisionmaking rules where they apply. Where the risk calls for it, a source code penetration test of the product runs in the NetSys sandbox.

Illustrative engagement

A 45-person Culver City e-commerce brand with a Shopify Plus store and an agency it cannot evaluate

This planning example shows how we could scope the work. It is not a claim about a customer in this market or a measured result. For published customer work, see our case studies.

Illustrative planning example, not a client. A direct-to-consumer apparel brand based in Culver City runs Shopify Plus with fourteen installed apps, a custom returns application an agency built on a monthly retainer, and a data warehouse project the same agency has proposed. Revenue has crossed the CCPA threshold, a national retailer has asked for a vendor security review before a wholesale deal, and the founders cannot tell whether the agency's proposals are good engineering or billable hours.

  • A technical assessment of the storefront, the installed apps and their data access, the returns application's code and hosting, and the agency contract, with read-only access arranged up front
  • A written technology strategy with a build-or-buy decision on the data warehouse, an app consolidation plan with running costs, and a security and AI roadmap
  • Ownership of code repositories, cloud accounts and the Shopify organization moved to the company, with access, secrets and release practices reviewed with the agency
  • A privacy and security design review against the CCPA rights the brand must honor and the retailer's vendor questionnaire, coordinated with the NetSys vCISO practice
  • A standing monthly cadence: leadership review on video in Pacific time, agency delivery reviews and a recorded decision log

The deliverables are the assessment, the strategy with recorded decisions and costs, the ownership and access changes documented, the questionnaire response set and a decision log the company owns. Whether the wholesale deal closes is the brand's outcome, not a NetSys claim.

Custom apps, dashboards and financial reporting on Anthropic Claude

A lean team needed more output without more hires. NetSys set the data-handling rules first, then built custom apps, dashboards and reporting roundups on Claude, the order a fractional CTO insists on: decide what the AI may see and who reviews it before anything is built. The write-up covers the scope delivered and is not a Los Angeles engagement.

California requirements a technology leader has to design for

The CCPA, as amended by the CPRA, applies to for-profit businesses above any one of its thresholds (gross annual revenue over $25 million, personal information of 100,000 or more California residents or households, or 50 percent or more of revenue from selling personal information) and gives residents rights to know, delete, correct, opt out and limit, enforced by the Attorney General and the California Privacy Protection Agency. The agency's regulations on risk assessments, cybersecurity audits and automated decisionmaking technology took effect January 1, 2026, with phased deadlines through 2030. Civil Code 1798.82 requires breach notice within 30 calendar days of discovery and a sample notice to the Attorney General when more than 500 residents are notified. A fractional CTO designs so the architecture can honor these; counsel determines what applies. Checked on November 7, 2026.

How a fractional CTO is priced in Los Angeles

The retainer is sized to the senior leadership time the work needs each month and written into the scope before the engagement starts. Advising leadership on decisions takes less time than owning the architecture and reviewing an agency's releases every week; more developers, agencies and platforms mean more reviews; and a launch, a funding round, a platform migration or a due diligence process adds time while it runs. NetSys managed IT clients usually have the role included in their managed IT agreement. Engineering, security and AI delivery that the roadmap calls for is quoted separately. The retainer is resized as the workload changes, month to month, and all of it is delivered remotely.

How the monthly fee is built

Who this fits, and who it does not

Best fit: a Los Angeles media, entertainment technology or e-commerce business with 5 to 150 people, a platform or product built by an agency or a small team, and a decision in front of it: a build, a platform consolidation, a studio or retailer security review, an AI feature or an investor's diligence list.

Not a fit: a company that needs a technical leader in the office every week, or one whose technology questions are about running the office, which a virtual CIO answers.

Common Questions

Fractional CTO in Los Angeles: FAQs

Do you work with Los Angeles companies on site?

No. NetSys works from one office in Brooklyn, and every fractional CTO engagement in Los Angeles is delivered remotely: leadership meetings, agency reviews, code and release reviews and investor calls all run on video and screen share, booked in Pacific time. Where a decision needs someone physically present, such as a facility network or a warehouse, we write the specification and your staff or a local contractor does the hands-on part. If you want a technology leader at a desk in your office, a Los Angeles firm is the better fit, and we will say so.

How is a fractional CTO priced for a Los Angeles company?

As a monthly retainer sized to the leadership time the work needs, agreed in writing before the engagement starts and resized month to month. More agencies, developers and platforms mean more review time; a launch, a raise or due diligence adds time while it runs. For NetSys managed IT clients the role is usually included in the managed IT agreement. Delivery work the roadmap calls for is quoted separately. A first call tells you how much leadership time your situation is likely to need.

Which California laws should a Los Angeles product be designed around?

The CCPA as amended by the CPRA, if your business exceeds any one of its thresholds, with consumer rights to know, delete, correct, opt out and limit; the California Privacy Protection Agency's regulations on risk assessments, cybersecurity audits and automated decisionmaking technology, effective January 1, 2026 with phased deadlines; and Civil Code 1798.82, which requires breach notice within 30 calendar days of discovery and notice to the Attorney General when more than 500 residents are affected. A fractional CTO designs so the data map, the access controls and the deletion paths exist; counsel decides what applies. Checked on November 7, 2026.

Can the fractional CTO review our agency or offshore development team?

Yes. The lead reviews proposals before signature for code and account ownership, export and exit terms and running cost, then reviews release, access and secrets practices during the build. The agency keeps shipping; the company gains an independent technical judgment on whether the architecture, the security and the cost make sense. Reviews happen on video and in the repositories, so an agency in Los Angeles, a team in another country and a lead in Brooklyn work the same way.

Is a fractional CTO the right role for a media or entertainment company?

When the company is building or buying technology that matters to how it makes money, yes: an asset pipeline, a review and approval tool, a rights system, an AI workflow for transcription or localization, or a platform it sells to studios. When the questions are about laptops, Microsoft 365, backups and vendor renewals, a virtual CIO is the right role and costs less. A first call usually settles which one you need, and NetSys offers both.

Can the fractional CTO lead AI in our product or pipeline?

Yes. The AI roadmap is part of the role: use cases ranked by hours returned, error cost and running cost, data access limits and human review built into every feature, model and tool choices across Microsoft Copilot, ChatGPT, Claude and custom builds, and governance mapped to the NIST AI Risk Management Framework, which also prepares the company for California's automated decisionmaking rules where they apply. NetSys's AI team can build what the plan calls for or review what your developers build.

How do you handle a studio or retailer security review?

By designing for it rather than writing to it. The fractional CTO sets identity, access, encryption, logging and backup decisions at the architecture stage, scopes a source code penetration test in our sandbox where the risk calls for one, and coordinates with the NetSys vCISO practice when the company also needs policies and a risk register. The questionnaire answers then describe how the product is actually built, which is what the reviewer is trying to find out.
